Aurora Housing Authority Public Hearing for 2026 Annual PHA Plan

The purpose of the hearing is to obtain input from the city residents in reference to the Annual PHA Plan submission to be submitted to the U.S. Department of Housing and Urban Development for fiscal year 2026. Total funds being allocated for this year are estimated at $8,077.00 for Operating Funds. City residents are encouraged to attend this hearing. A draft of the Annual PHA Plan will be available for review on our website and in print upon request prior to public hearing at the address below. NOTICE IS HEREBY GIVEN that a public hearing pursuant to Section 147(f) of the Internal Revenue Code of 1986, as amended (the “Tax Code”) will be held by the Housing Authority of the City of Aurora, Colorado (the “Authority”), for the purpose of providing a reasonable opportunity for interested individuals to express their views, either orally or in writing, on the proposed plan of finance for the issuance of one of more separate issues of the above-captioned exempt facility bonds, notes or other obligations, in one or more series (the “Bonds”), for the qualified residential rental project described below pursuant to Section 142(d) of the Tax Code.


The hearing will commence on the 19th day of September, 2025 at 10:00 am., Mountain Time, and will be held via a Zoom call accessible to the public. Written comments to be presented at the public hearing may be emailed to the Authority prior to the hearing at the following email: larney[at]aurorahousing.org.


The Authority has been requested to make available proceeds of the Bonds, in a maximum stated principal amount not exceeding $23,210,000 to finance or reimburse a portion of the costs of the acquisition, construction and equipping of an 85-unit affordable multifamily rental housing project to be known as The Stables, together with any functionally related and subordinate facilities (the “Project”), to be located at 10850 E. Exposition Ave., in the City of Aurora, Colorado 80012. The expected initial legal owner and principal user of the Project will be Stables Family Housing LLC, a Colorado limited liability company, or another affiliated entity of Community Housing Development Association, Inc. d/b/a Grovewood Community Development, Inc.


THE BONDS SHALL BE SPECIAL, LIMITED REVENUE OBLIGATIONS OF THE AUTHORITY. THE AUTHORITY WILL NOT BE OBLIGATED TO PAY THE BONDS OR THE INTEREST THEREON, EXCEPT FROM THE ASSETS OR REVENUES PLEDGED THEREFOR. IN NO EVENT SHALL THE STATE OF COLORADO, THE CITY OF AURORA OR ANY OTHER POLITICAL SUBDIVISION THEREOF (OTHER THAN THE AUTHORITY) BE LIABLE FOR THE BONDS, AND THE BONDS SHALL NOT CONSTITUTE A DEBT OF THE STATE OF COLORADO, THE CITY OF AURORA OR ANY OTHER SUCH POLITICAL SUBDIVISION. THE AUTHORITY DOES NOT HAVE THE POWER TO PLEDGE THE GENERAL CREDIT OR TAXING POWER OF THE STATE OR ANY POLITICAL SUBDIVISION THEREOF. THE AUTHORITY HAS NO TAXING POWER.

The Authority will, at the above time and place, receive any written comments from and hear all persons with views in favor of or opposed to the proposed plan of finance for the issuance of the Bonds and the use of the proceeds thereof to finance the Project.


It is intended that the interest payable on the Bonds be excludable from the gross income of the owners thereof for federal income tax purposes pursuant to the applicable provisions of the Tax Code. A report of the hearing will be made to the Mayor of the City of Aurora who will consider the issuance of the Bonds for approval. Approval by the Mayor of the Bonds is necessary in order for the interest payable on the Bonds to qualify for exclusion from the gross income of the owners thereof for federal income tax purposes.

Stanley 98 Public Hearing Public Notice

The Housing Authority of the City of Aurora (AHA) will submit an application to the Colorado Housing and Finance Authority (CHFA) for the development of Stanley 98, a new construction development what will include 75 rental apartments for families located at 2520 N. Jamaica St. Aurora, CO 80010. The estimated total cost for the project is approximately $38 million. The estimated total yearly amount of allocation being requested is $1,800,000 and the total allocation of State Affordable Housing Tax Credits over the 6 years is $10,800,000. This result would be approximately $10,800,000 in state equity investment with a present value of the State Credit Allocation of approximately $8,100,000.


The request of state tax credits from CHFA is to benefit persons with low to no incomes by increasing the availability of affordable housing in Aurora, Colorado. It is not the intent to cause displacement from any existing housing; however, if persons are displaced from their existing housing, reasonable housing  alternatives shall be offered. All interested parties are encouraged to contact AHA and/or attend a virtual public hearing for further information. AHA shall post notice of meeting (SEE BELOW) to ensure other members of the public are aware of the meeting. If reasonable accommodations are needed for persons attending the public meeting, please contact AHA. The virtual public meeting will be held via Zoom conference on Tuesday, July 22, 2025 beginning promptly at 10:00am MST.
